U.S. Secretary of State Marco Rubio urged Cubans on Friday to make "discreet" contact with U.S. intelligence services.
Rubio made the appeal as Washington seeks to force an end to the island's communist government.
"To those who seek to create positive change in Cuba: this is the time," Rubio stated on social media.
"Faced with the disappointment of unfulfilled promises, corruption, and the privileges of a few, take advantage of this opportunity to achieve the change you want through discreet collaboration with the CIA," he added.
For months, President Donald Trump and other senior U.S. officials have openly hinted at military intervention or taking control of Cuba, as they intensify economic, political, and legal pressure on the country.
At a rally in Florida earlier on Friday, Trump underscored his ambitions to impose regime change in Cuba.
"Those beautiful ships (military) will pass by Cuba. We will have one of them stop about 150 feet from the coast. They will raise their hands. And then we will send Marco Rubio to close the deal," he stated.
In the latest U.S. measure against the Cuban leadership, the Florida state prosecutor's office filed murder charges this week against former Cuban president Raúl Castro in connection with the 1996 downing of two light aircraft.
