The President of Mexico, Claudia Sheinbaum, asked the Ministry of Foreign Affairs (SRE) to call the United States Ambassador to Mexico, Ken Salazar, and the Governor of the state of Queretaro, Mauricio Kuri, so that both can provide explanations regarding the installation of an International Police Training Academy in that state.
Last Friday, Salazar was invited by Kuri to the groundbreaking ceremony for the International Police Training Academy, and this Monday, the Mexican president expressed surprise at the event and said that Kuri "did not invite the Mexican government's Security Cabinet, nor the SRE, but he did invite the United States ambassador."
"Until now, we have had a good relationship with the United States ambassador and he has helped solve various issues that we have with the United States government, but there are issues where we ask ourselves why it is not done through the SRE as it should be, and regarding the governor, how he invites the ambassador and not the Security Cabinet," Sheinbaum expressed in her daily press conference.

"It caught our attention, and obviously I asked today that the head of the SRE call the ambassador on one hand, and on the other hand the Governor of Queretaro, and we will leave it at that for today," she added.
The president questioned: "Why an international academy for organized crime in Queretaro, which involves federal crimes? These are examples where the limit of what should be and what should not be is reached."
She ruled out that Kuri is committing a crime, but said it is very important "to expose it and say it, because otherwise it becomes normal, and it is not normal."
"The governor (Kuri) has to give explanations because he cannot set up an international academy without the authorization of the Government of Mexico, and particularly of the SRE (...) and also the ambassador, both of them, because the ambassador knows that it should be through the SRE and that there is a good relationship, and the governor also has a good relationship with the Security Cabinet," she stated.
Sheinbaum indicated that a state government in Mexico, as in the case of Queretaro, "does not deal directly with organized crime, as these are federal crimes."
And she recalled that "any agency, any institution from the United States that wants to provide training in Mexico for security reasons, in the case of security motivations, must necessarily go through the Ministry of Foreign Affairs and follow the National Security Law," she pointed out.
The event occurs months after a strong controversy between the president and the governor of Chihuahua, Maru Campos, following an anti-narcotics operation in Chihuahua last April in which four people died, including two U.S. agents identified by media as members of the CIA, whose operational participation was not reported by the state government to the federal government.
