The Bank of Mexico (Banxico) has modified the rules for bank transfers from mobile applications, with the goal of making sending money easier, faster, and more similar across different financial apps.

The changes have already been published in the Official Gazette of the Federation (DOF), and banks and other institutions will have until December 14, 2026, to adapt their systems to the new provisions.

What changes with Banxico's new rules for transfers?

The main modification is that financial institutions must adapt their mobile applications to offer a simpler, clearer, and more standardized user experience when making electronic transfers.

Banxico has established specific guidelines to define what the flow of a transfer from a mobile device should look like (called "Guidelines for the homogenization of the user experience in electronic fund transfers through mobile devices").

According to Banxico's guidelines, the process must consist of a maximum of four stages:

  1. Autenticación del usuario
  2. Ingreso de los datos de la transferencia
  3. Verificación de la información
  4. Notificación sobre el resultado de la operación.

The cell phone number will also be relevant when making bank transfers. According to the new provision, banking institutions must link the last 10 digits of a mobile phone line to the account, provided the account holder requests this option.

In this way, the phone number is added to the alternatives available for identifying a bank account and facilitating the sending or receiving of money.

The provision is aimed at level 2, 3, and 4 bank accounts. For level 1 accounts, banks may also enable this mode, although its implementation will depend on each institution.

When do the new Banxico rules take effect?

The key date is December 14, 2026, as that day marks the end of the period granted to participants and institutions to comply with the modifications and user experience guidelines established by Banxico.

Therefore, users may start to see changes in applications before that date, as each institution updates its systems.

Do the new rules apply to all banks?

The modifications are aimed at institutions and participants that offer the transfer services covered by the regulation.

The new rules are supported by the Bank of Mexico Law, the Credit Institutions Law, and the Law for Transparency and Ordering of Financial Services. Therefore, institutions that do not comply with the provisions issued by Banxico may face economic sanctions and fines.

Is the bank CLABE going to disappear?

No, the 18-digit CLABE will not disappear. The interbank CLABE will continue to be a valid way to identify a bank account. The modification allows for expanding the alternatives for identifying the account that will receive a transfer.
