Mexican Army Special Forces arrested Ramón Ángel 'N', alias R1, this Thursday, a criminal leader of a faction of the Jalisco New Generation Cartel (CJNG) who authorities accuse of being the mastermind behind the murder of Uruapan Mayor Carlos Manzo in November 2025.
This arrest was announced by the federal Secretary of Security and Citizen Protection, Omar García Harfuch, who stated on his X account that the suspect who organized the homicide against Manzo was detained after months of intelligence and investigative work.
"He is identified as the main leader of 'Los Rs', one of the most violent criminal cells (factions) linked to the CJNG, with operations in Apatzingán, Uruapan, and Morelia, (state of) Michoacán, as well as in Jalisco," he stated.
García Harfuch explained that this criminal group is linked to episodes of extortion, homicide, and drug trafficking, "directly affecting producers, business owners, and families in the region."
The Secretary of Security noted that with this latest detention, there are now 31 people arrested for the "cowardly homicide" of Carlos Manzo, a crime that shocked Mexico and sparked a wave of protests over the security crisis the country is experiencing.
Federal agents and military personnel participated in the operation that led to the arrest of R1, in coordination with state authorities from the Michoacán Attorney General's Office.
"This action represents significant progress in President Claudia Sheinbaum's strategy to combat extortion and weaken criminal structures through intelligence, investigation, and coordination," he concluded.
On November 1, 2025, the mayor of Uruapan was shot to death during a public event for the Day of the Dead.
Criminals linked to the CJNG who attacked the politician have already been arrested for this homicide, as have several of Manzo's bodyguards accused of participating in the preparations for the deadly attack.
This murder highlighted the complicity of local authorities with organized crime, which forced the federal government to implement a special security and social plan in the state of Michoacán (west), where the assassination occurred.
Violence against public officials is one of the main scourges facing the North American country: in 2025, the organization Data Cívica documented at least 136 murders of government officials or candidates for judicial office in Mexico, out of a total of 246 attacks registered that year.
