Each year, the Department of Homeland Security (DHS), in consultation with the Department of State, publishes the list of countries whose citizens may participate in the H-2A and H-2B programs. For the current period announced by the DHS, citizens of the following countries are eligible to apply for an H-2A visa:

Mexico is on the list of eligible countries for the H-2A visa and has traditionally been one of the main providers of temporary agricultural workers for the United States. Mexico's inclusion in the program allows thousands of workers to be legally hired by U.S. employers each year to meet seasonal needs in the agricultural sector.

USCIS points out that although normally H-2A petitions are only approved for nationals of countries designated as eligible, there are special circumstances in which an application can be approved for citizens of countries not included on the list when it is determined that doing so is in the interest of the United States.
