The Michoacán Prosecutor's Office has reinforced a line of investigation to clarify the possible link between the mayor of Uruapan, Grecia Quiroz, and Samuel García Rivero, a former municipal official being prosecuted for his alleged participation in the murder of Carlos Manzo, the mayor's husband and predecessor.
The Deputy Prosecutor for Intelligence and Criminal Investigation, Israel Vega Rodríguez, explained this Wednesday in a press conference that the new information arrived on Monday through an expanded statement from Yesenia Méndez Rodríguez, who was Manzo's private secretary.
Vega Rodríguez specified that the Prosecutor's Office is now preparing an investigation plan to determine the necessary proceedings, as he stated: "we have to exhaust all lines of investigation."
The official clarified that the possible link was already among the hypotheses of the case, although it had less weight because, until now, it had not been pointed to directly.
“Now that more information has been provided through this extension of the complaint, we can carry out more investigative acts,” he explained.
Méndez Rodríguez stated after appearing before the Public Prosecutor's Office that García Rivero arrived at the City Council on Quiroz's recommendation and that he maintained a close relationship with her. She also questioned how he had access to information that was only shared on a restricted basis after losing his position in the mayor's office.
Federal authorities maintain that García Rivero provided members of the Jalisco New Generation Cartel (CJNG) with information on Manzo's activities and movements, which was used by the cell that carried out the homicide on November 1, 2025.

The former secretary also stated that García Rivero maintained contact with Quiroz after the murder and asked the authorities to clarify that relationship.
Quiroz responded that she is willing to cooperate with the investigations, but questioned why Méndez waited nine months to expand her statement if, as she claims, she had first-hand information. The mayor also reiterated her request for the Attorney General's Office (FGR) to take over the case.
As of this Wednesday, the Prosecutor's Office has not reported a formal indictment against Quiroz and, for now, ministerial proceedings are seeking to corroborate or rule out the new accusations.

The reinforced line joins an investigation that has left 31 people detained and linked to the legal process for the planning, execution, and concealment of the crime.
Among them is Ramón Ángel ‘N’, alias R1, arrested on July 30 and identified by the federal government as the main mastermind behind the murder.
The Secretary of Security, Omar García Harfuch, stated at the time that ‘R1’ ordered the homicide and that there are indications that Nemesio Oseguera Cervantes, ‘El Mencho’, knew about the plan, although there are no elements to attribute the order to him.
